This is regarding job opening in National Institute for Smart Government for Technology Management (E-procurement).

Job Location- Madhya Pradesh (Bhopal)

This is a government organisation.

This is for 2 years contract.

Job Objective:

Objective of this job is to program manager e-procurement application; synergize with user departments, system integrator for requirement, and migration from legacy system to current one. Be able to provide basic requirement insight that enables teams ( system integrator, Data centre, system utilities service providers) develop robust application, strong technical architectures; collaborate with DCO /CT teams at data Centre, software development teams, Infrastructure outsourcing team, DBAs , network administrator as a consortium (Centre of Excellence) ; Prepare and track project plan, render domain specific expertise in area of e-procurement; help defining operational guidelines for system integrator and state user departments , both from preventive & corrective perspective.

* Experience of handling Procurement process especially in government domain.
* Methods of evaluation like L1, QCBS, Swiss challenge.
* Reverse auction.
* Type of tender like Item rate,% rate, lumpsum, drug procurement.
* Indent management, catalogue management.
* CVC & World Bank guidelines about RFP in various category.
* International competitive bidding.
* GFR & store purchase rules.
* Hands on : MS project / any project tracking tool.
* Should have basic insight to:
o Software work estimation techniques
o Data modelling techniques
o Oracle 9i/higher versions, SQL server 2008 /higher version (DB) and application servers
o Application servers - Oracle 9i/higher versions, IIS (DB)
o Legacy Application/data Migration - operational and implementation
o Application Integration - DB/code driven compatibitlies
o Data warehousing & Business Intelligence tools - Informatica/ Abnitio.
o Digital signatures & it"s upkeep
* Conversant with CMMi L5 framework
